The Bay County Public Library headquarters include The Northwest Regional Library System and seven branch libraries: Springfield, Panama City Beach, Parker, Wewahitchka, Bristol, Port St. Joe, and Learning Resource centers in Hosford and Sumatra. There is also a Literacy Center in Springfield, adjacent to the Springfield Library. The Libraries offer hundreds of fiction and nonfiction books, videos, and books-on-tape. Internet services and convenient book drops are offered at all locations. In addition, online book renewals can be made by using the Patron Review button on the internet.

Bay County Public Library is located on the marina in downtown Panama City, just west of Harrison Avenue. It is next to City Hall and is directly across the street from the Federal Building.

Robert L. Young Public Library is can be access by Highway 79 in Panama City Beach. It is in the first block southwest from Panama City Beach Parkway (also known as Back Beach Road) and is next to Panama City Beach City Hall.
