Bay County is home to 2 major college - Gulf Coast Community College and Florida State University- Panama City Campus. FSU PC works closely with GCCC to cooperate in a 'Two Plus Two' program. GCCC provides the first two years of classes towards a Baccalaureate degree and FSU - PC Campus provides the last two.

Florida State University,Panama City was established in 1972 by the University of West Florida. More than 1000 students are presently enrolled at this campus. FSU PC offers Undergraduate and Graduate Programs in Business, Business Administration, Communication, Computer Science, Corporate and Public Communication, Computer Science, Criminology, Education, Engineering, Information Studies, Information Technology, Nursing, Psychology, Social Science Interdisciplinary, and Social Work.

Gulf Coast Community College offers degree, university transfer, and continuing education programs to more than 23,000 students. Students may earn one of 76 Associate of Arts or one of 24 Associate of Science degrees offered by GCCC. This College offers degrees of A.A., A.S., and Technical Certificate programs in Business, Culinary Management, Health Sciences, Language & Literature, Mathematics, Natural Sciences, Public Safety, Social Sciences, Technology, Visual & Performing Arts, Wellness and Athletics. Credit and non-credit continuing workforce education programs are also available through the Office of Lifelong Learning.
